What is the ruling on wiping the urinary meatus with tissues and then performing ablution and prayer, and is the prayer valid?

Wiping away impurity—whether urine or feces—with a tissue or similar material is sufficient, provided no trace of the impurity remains. Some scholars stipulate that it must not be less than three wipes. After this, purification with water is not necessary, and prayer is valid. Others hold that thorough cleaning is sufficient, even with fewer than three wipes. Using water is better than wiping with tissues alone, and combining both is best.
