Is it permissible to perform ablution (wudu) and prayer without entering the restroom, and merely suffice with placing tissues after urinating for someone who suffers from intermittent leakage of urine drops, prostatic fluid (wadi), or pre-ejaculatory fluid (madhi)?

The worshiper is not obligated to go to the restroom before prayer. Rather, he should perform ablution if he is not already in a state of purity, unless he is in a state of severe need (holding back urine or feces), in which case it is disliked for him to enter prayer while suppressing the two impurities. Impurities must be removed with water; wiping with tissues is not sufficient. Otherwise, the prayer becomes invalid and must be repeated if one was aware of the ruling. As for someone who was ignorant or forgot, they are not obligated to repeat it. If the impurity is continuous throughout the entire time, then one is considered to have incontinence. They should perform ablution, wash themselves, bind the area with a cloth, and then pray after the prayer time has begun. However, if the impurity stops for a period sufficient for purification and prayer, then they must delay ablution and prayer until that time.
