Is it permissible to delay performing ghusl (ritual bath) after menstruation while traveling until reaching the destination country, and what should the female traveler do in this situation?

Purity with water is a condition for the validity of prayer, unless there is a legitimate excuse such as the absence of water. In that case, Tayammum is permissible, as Allah the Almighty says: "And if you find no water, then perform Tayammum with clean earth." It is not permissible to delay ghusl (ritual bath) while traveling until returning to one's hometown, unless there is insufficient water for ghusl, or if the water is essential for drinking, which is a rare occurrence in our time due to the availability of water and rest stops.
