What is the advice for the husband and his wife, in light of the wife's refusal to return to her home and her request for khulʿ; because of the husband's drug use and flirting with girls, despite the husband's pledge to repent and his desire to preserve his family?

We ask Allah to accept your repentance. Your wife is excused for not believing you, due to your repeated breaking of promises, and she has the right to fear for herself. You must strive to convince her of your sincere repentance. We advise you to initiate repentance now and not wait for her return. And to your wife: If the husband persists in his former state, she has the right to seek a divorce. If you predominantly believe he is sincere, then help him and return to him.
