Is it permissible to prevent a corrupt and harmful neighbor from disposing of the common property of the building, knowing that he troubles the questioner and others?

Islam commands kindness to neighbors and the observance of their rights, and it threatens those who harm their neighbors with the negation of their faith. A neighbor does not have the right to prevent his neighbor from benefiting from his wall or land in a way that causes no harm to the owner. This includes running water or embedding wood, even if the neighbor is bad. However, if this utilization results in harm or disturbance to the owner, then he has the right to prevent it, based on the saying of the Prophet, peace and blessings be upon him: "There should be neither harming nor reciprocating harm." And if a neighbor has no right to prevent his neighbor from benefiting from his private property, then, by extension, he certainly has no right to prevent him from benefiting from a public building, unless the utilization is forbidden or harmful to others.
