How can the internet fatwa be reconciled regarding the obligation to make up the Dhuhr and Maghrib prayers for someone who caught one rak'ah of the Asr or Isha prayer, with the Prophet's (peace and blessings be upon him) hadith: "Whoever catches one rak'ah of the prayer has caught the prayer"?

If a menstruating woman becomes pure before the dawn (Fajr) prayer by the time it takes to perform one rak'ah, she prays the Maghrib and Isha prayers. If she becomes pure before sunset, she prays the Dhuhr and Asr prayers together. The amount of time that obligates the prayer is the duration of the opening takbir (Takbirat al-Ihram).
