What is the ruling on adding a fixed collection fee and administrative expenses to a debt owed by a client?

The debtor must return the equivalent of the debt to the creditor, and the creditor does not bear any costs for the return of the debt. The lending institution is not permitted to charge for loan services more than the actual direct expenses, and any increase beyond that is prohibited. Indirect expenses, such as employee salaries and rent, are not included in actual expenses. Imposing a commission as a percentage of the debt value, or a lump sum that does not take into account the actual costs, is prohibited, unless it is in lieu of actual direct expenses incurred for debt collection.
