Is zakat obligatory on partnership money that has not been received from the partner for several years?
A debt owed by a Muslim to another person falls into two categories:
The first category: If the debt is owed by someone who acknowledges it, admits its amount, and is willing to pay it, then zakat is due on it every year. It must be added to the money he possesses, and zakat should be paid on the total amount. It is permissible to delay the payment of zakat until the debt is collected, and then pay it for all the years.
The second category: If the debt is owed by someone who acknowledges it but is insolvent or procrastinates, or if it is owed by someone who denies it, then no zakat is due on it. However, it is more cautious, upon receiving it, to pay zakat on it for one year only, even if many years have passed.
This is the view preferred by the scholars of the Permanent Committee for Issuing Fatwas and Sheikh Muhammad bin Salih Al-Uthaymeen.
