The poor can be sought out by entrusting reliable individuals such as imams of mosques or those in charge of Islamic organizations. It is permissible to give charity to relatives and kin, and indeed, it is better, based on the Prophet’s (peace be upon him) saying: "Charity given to a poor person is one charity, but given to a relative, it is two: maintaining kinship ties and charity." However, this does not mean that giving charity to a relative is always superior, as a poor stranger might be in greater need.
