The answer

The benefits accrued from depositing money in savings accounts in usurious banks are prohibited, and one must dispose of them by spending them on the welfare of Muslims. A child, an ignorant person, or someone in dire need is permitted to benefit from them. However, if a person aware of this ruling spends from it on himself without necessity, he must repent. It is not permissible for an uncle to prevent his niece from inheriting, and if he does so, he is sinful, and she has the right to sue him. There is no blame on her mother's family for not spending on her.
