The basic principle is the permissibility of giving to those who are legally entitled to it. However, it should not be given to someone known to use it for disobedience, as that would be assisting in immorality. Sheikh al-Islam Ibn Taymiyyah mentioned that it is not permissible to assist someone who openly practices innovation or immorality with zakat. If a person is disobedient but does not use zakat for disobedience, then they should be given from it, along with advice. Therefore, if it is known that individuals use zakat money to buy clothes that violate Islamic law for the purpose of openly committing sin, then zakat should not be given to them. Rather, it is better to give it to the righteous.
