Is one excused by ignorance if one resorts to man-made laws for judgment, being ignorant of the prohibition of resorting to them?

Not all recourse to man-made laws is considered disbelief (kufr) or forbidden (haram). Rather, it is permissible if there is no other means to reclaim rights or repel injustice. Ignorance of the impermissibility of having recourse to them is an excuse, especially in this era due to the widespread ignorance and the prevalence of governing by these laws without significant objection from many.
