Is a person excused by reason of ignorance for replacing God's law with man-made laws?

The issue of excusing ignorance for someone who replaces Allah's law with man-made laws is one of the famous controversial matters. It varies from person to person and from environment to environment. All scholars affirm the excuse of ignorance, but they differ in its application. Sheikh Ibn Baz says: "There is no excuse for ignorance in matters of Tawhid (monotheism) for someone living among Muslims. As for someone far from Muslims, his matter is with Allah." And whoever is among Muslims and does not care, and worships graves or insults the religion, is a disbeliever. Likewise, whoever mocks the religion or deems permissible what Allah has forbidden, such as ruling by man-made laws or deeming permissible adultery or alcohol, all of this is apostasy from Islam.
