Is it permissible to supplicate in a low voice, or is it obligatory to raise the voice during Sa'y and Tawaf in Umrah?

He who wishes to supplicate should do so with humility and earnestness, in a low voice, hearing himself without affectation, for Allah says: "Call upon your Lord humbly and privately; He does not love transgressors." One should not raise their voice in supplication or remembrance during Sa'i, Tawaf, or other acts of worship, except for what has been reported regarding raising the voice with the Talbiyah during Hajj. 'Ajj refers to raising the voice with the Talbiyah, and Thajj refers to the flowing of blood from sacrificial animals. Therefore, raising the voice in supplication should not reach a degree that departs from humility or disturbs others.
