What is the sin committed by the guardian who discriminates in treatment between his subordinates and favors thieves, knowing that they are thieves?

Whoever is in charge of any matter concerning Muslims must entrust tasks to those who are qualified for them; otherwise, he has betrayed Allah, His Messenger, and the believers. However, if the task is personal to an individual, he may entrust it to whomever he wishes.
