The presence of chewing gum in the mouth does not prevent one from reciting the Quran, unless it affects the recitation or contemplation. It is a condition for reciting the Quran to be in a state of purity from major ritual impurity (al-hadath al-akbar). As for touching the Mus'haf (the physical copy of the Quran), both major and minor ritual purity are required.
