What should be done before reciting the Qur’an, and is a woman required to wear full hijab when reciting it?

A woman is not required to wear a head covering when reciting the Quran, as there is no evidence to necessitate it. It is permissible for a person in a state of minor ritual impurity (hadath asghar) to recite the Quran from memory. However, a person in a state of major ritual impurity (junub) is not permitted to recite the Quran, whether from the Mus'haf (physical copy of the Quran) or otherwise, until they perform ghusl (ritual bath). It is recommended to perform ablution (wudu) before reciting due to the reverence of the Quran, and it is not permissible to touch the Mus'haf except for one who is in a state of ritual purity (wudu), based on the Almighty's saying: "None touch it except the purified." (Quran 56:79)
