Is it permissible for a menstruating woman to recite the Quran without performing ablution (wudu)?

For a menstruating woman, ablution is not required for reciting the Quran according to those who permit her to recite. There is a difference of opinion regarding the obligation of her performing ghusl (ritual bath) for janabah (major ritual impurity) if she was in a state of janabah during her menstruation.
