Is it obligatory to follow the mosque's call to prayer (adhan) in determining the times of Fajr and Maghrib for fasting, or to rely on visual observation to discern the white thread from the black at Fajr and the sunset at Maghrib, especially given the observed discrepancy between them in Jericho?

It is recommended to hasten breaking the fast after sunset and to delay the pre-dawn meal (suhoor) until close to the appearance of dawn, based on the Prophet, peace and blessings be upon him, who said: "The people will continue to be in a good state as long as they hasten to break the fast." The times of dawn and sunset can be known by observation: dawn is the light spreading across the horizon, and sunset is the disappearance of the sun's disk or its rays, especially in places with elevations. One can also follow a just muezzin who is knowledgeable of the times. If the muezzin calls the adhan at the specified time, then one must either abstain (from food and drink) or break the fast according to his adhan. However, if a person knows that the muezzin calls the adhan too early or too late, then the consideration is the actual time, not the adhan.
