Is it permissible to pay an agent a sum of money to issue more work visas than usual for a contracting company, given that the agent hinted at having an intermediary in the labor office?

If the transaction involves no deception, fraud, or bribery, then it is permissible to deal with an expediter to complete it, even if the expediter works in the labor office. However, he is not allowed to work for himself during his official working hours, or to take a fee for work for which he already receives a salary from his employer. But if he works for himself outside of his working hours, according to what he is authorized to do, then there is no objection to that.
