What is the legal (Sharia) ruling regarding a wife's money taken by her father, and what must she do to reclaim it?

The majority of scholars hold that a child has the right to demand money from their father, contrary to the Hanbalis, who believe this is not permissible, citing the hadith: "You and your wealth belong to your father." Based on the view of the majority, the questioner is permitted to demand her right from her father if he is wealthy and can spare it, especially if she is in need of the money. If she chooses not to demand it, she will be rewarded for that, as it is an act of filial piety and kindness towards her sick father.
