Is it permissible to bury Muslims in non-Muslim cemeteries when prompt burial in Muslim cemeteries is unfeasible?

It is not permissible to bury a Muslim in the cemeteries of disbelievers, because the practice of Muslims, since the time of the Prophet, peace and blessings be upon him, and the Rightly Guided Caliphs, has consistently been to keep Muslim cemeteries separate from those of disbelievers. This is a practical consensus, as indicated by the Hadith in An-Nasa'i which differentiates between the graves of Muslims and polytheists. A Muslim must not reside in a non-Islamic country or live among disbelievers; rather, he must emigrate to an Islamic country to perform the rituals of his religion and cooperate with Muslims, unless he is staying to spread Islam and is qualified for that, or is compelled to reside there. Those who are compelled to reside there must cooperate and establish their own separate cemeteries.
