The answer

Mecca the Noble is a secure sanctuary. Allah has forbidden hunting and cutting down trees within it. Therefore, whoever hunts within it while not in the state of ihram, or is in the state of ihram and hunts either within the sanctuary or outside it, must offer a recompense. This recompense is a sheep to be slaughtered in Mecca and distributed among the poor, or feeding the poor with food equivalent to the value of the sheep, or fasting a number of days corresponding to the number of measures of food. These three options are left to choice according to the majority of scholars, or they are sequential according to some. If the bird killed is smaller than the pigeons of Mecca, such as a sparrow, then one must give its value in food as charity.
