One wipes over the splint during ablution (wudu') and does not perform (dry ablution). If the limb is exposed and one cannot wash it or wipe it with water, then one performs tayammum for it. You perform wudu' and then tayammum. There is no harm in delaying tayammum from wudu' by an hour or two, as continuity between them is not obligatory.
