Does Islamic law favor the rich over the poor in matters of blood money (Diyah), and what is the wisdom behind that?

"Wealth without righteousness does not indicate the merit of its owner. The imprisonment of a poor person due to blood money (Diyya) depends on their situation: If the killing was accidental, then the blood money is incumbent upon the 'Asabah (male relatives on the father's side), not the killer. However, if it was intentional and the victim's guardians waived retribution (Qisas) and accepted blood money, then the poor person is treated as someone in hardship. They must be given respite, as Allah Almighty says: 'And if there is one in hardship, then grant him respite until a time of ease.'"
