It is permissible to offer assistance to non-Muslim victims, because the preponderant opinion is the permissibility of voluntary charity to a disbeliever. However, it is better to prioritize Muslims for assistance due to their need, and the reward for that is greater, as the Prophet, peace and blessings be upon him, said: "Do not befriend except a believer, and let none eat your food except one who is pious."
