What is the ruling on submitting a forged medical report, or exaggerating a genuine medical report, in order to avoid joining a compulsory Ba'ath Party camp, with the aim of preserving one's guaranteed job?

It is permissible to avoid joining a camp that angers Allah Almighty by offering a false excuse out of necessity and need, if the graduate of the camp cannot find a job except by committing acts that anger Allah.
