Is the testimony of a disbeliever against a Muslim admissible in criminal cases?

The testimony of a non-Muslim against a Muslim is not accepted, nor is it considered, except in the case where scholars have differed regarding the permissibility of his testimony concerning a will made during travel, based on the words of Allah Almighty: "O you who have believed, testimony [should be taken] among you when death approaches one of you at the time of bequest - two just men from among you or two others from another people." So, Islam is a condition for the acceptance of testimony, and if justice is a condition, then Islam is the foundation of justice. The testimony of a non-Muslim may be considered if it is supported by strong circumstantial evidence or a depiction that clarifies the incident, and not merely his report.
