Is falsifying the results of medical tests required for residency in another country, under the pretext of necessity due to debts, considered a violation of Sharia?

A Muslim must avoid fraud and forging certificates, as the Prophet, peace and blessings be upon him, said: "Whoever cheats us is not one of us." It is not permissible for him to use deception to remain in a country that prohibits residency for those afflicted with his illness, especially if his disease is contagious, as the Prophet, peace and blessings be upon him, said: "There should be no harm nor reciprocating harm." However, if the disease is not contagious and does not affect his work, he must repent and seek treatment.
