It is obligatory to give out zakat al-Fitr based on the country where the giver is located. In the case of the questioner, the consideration is France. So, she should give out for herself and those she supports one saa‘ of the staple food predominant in France to the poor Muslims there. It is not permissible to give it to non-Muslims. If she wishes to give its value, imitating those who permitted it, she should give its value in France, knowing that it is more prudent to give it as food rather than money.
