The 기본 rule is to give Zakat al-Fitr in the country where it became obligatory. However, it is permissible to transfer it if the people of that country are self-sufficient, or if there are people in another country who are more in need. If the zakat is transferred, then one sa' of the food staple of the country to which it is transferred should be given, regardless of price differences, unless the intention of the transfer is to fraudulently reduce the value. As for those who permit giving the value, they should give the value of the zakat in their own country. If this value is less than the value of one sa' in the country to which it is transferred, then they must complete the amount to equal the value of one sa' in the country where it is being disbursed.
