Is it permissible to collect Zakat al-Fitr from one country and send it to another poor and needy country?

Zakat is given to the poor of the country from which it was taken. It is permissible to transfer it to another country if there is a preponderant benefit, such as the poor of the country to which it is transferred being in greater need.
