Is it permissible to transfer Zakat al-Mal to a Muslim country where there is a poor, unemployed relative?

The agreed-upon principle is that zakat is distributed in the country where the wealth became obligatory. It is permissible to transfer it to another country if the people of the original country are self-sufficient, and this is the preponderant opinion. The transfer must be for a legitimate Sharia interest, such as giving it to the neediest poor, or for maintaining kinship ties, or for supporting students of knowledge, or from a land of war to a land of Islam. Otherwise, the transfer is disliked, and there is a difference of opinion regarding the sinfulness of the one who transfers it.
