Is it permissible to send Zakat to another country because there are those who are more in need of it there?

Distributing Zakat (definition) in the country where the poor are located is preferable, as well as in nearby countries that do not require long travel. This is based on the Prophet's (peace be upon him) saying: "Inform them that Allah has enjoined upon them sadaqah (definition) (charity) to be taken from their rich and given to their poor." If there is a need to transfer it to the poor in distant lands, or to mujahidin, or deserving relatives, or needy students of knowledge, there is no harm in that for a legitimate Islamic benefit. Zakat used to be transported to the Prophet (peace be upon him) in Medina. It is best to give to the poor of the locality first, and then if there is a surplus, it can be transferred to other destinations.
