Is it permissible to give money to a trusted person to deliver it to the poor in Europe, knowing that he will distribute part of it as rice and part as cash, according to the wishes of the poor and the difficulty of carrying large quantities, or is it better to delegate brothers in Saudi Arabia to disburse the zakat?

The majority of scholars hold that it is not permissible to pay Zakat al-Fitr in cash. Rather, it must be given in the form of food, as enjoined by the Prophet, peace and blessings be upon him. At that time, their food consisted of dates, barley, raisins, and dried yogurt, and the most beneficial food for the poor should be chosen. It is not sufficient to give it in cash or anything else, for whoever performs an act that is not commanded by the Lawgiver, it will be rejected. It is permissible to transfer zakat to another country out of necessity, such as if its people are in greater need, or if the zakat payer's relatives reside there. Its مقدار (measure) is a sa' of food, and it must reach the recipients before the Eid prayer. It is waived for those who possess only enough food for themselves and their dependents on the day of Eid.
