Is it permissible to give Zakat al-Fitr in cash, given the difficulty of finding those who accept food in the questioner's country?

The preponderant view regarding Zakat al-Fitr is that paying its value is not sufficient, although there is wide disagreement on this matter. If the giver does not know the poor himself, he should appoint an individual or an organization that does. If that is not possible, he should send it to another country where there are poor Muslims.
