"Giving out money for Zakat al-Fitr is a matter of disagreement among scholars. The majority of jurists do not permit it, while the Hanafis allow it. Ibn Taymiyyah chose to permit it if giving it out as money serves a greater benefit for the poor. There is latitude in this matter; whoever gives it out as money incurs no blame, and whoever gives it out as food, out of caution and piety, has done well."
