According to the majority of scholars, it is not permissible to give zakat al-Fitr in cash, because the Prophet, peace and blessings be upon him, commanded that it be given as food, and neither he nor his companions did otherwise. This is contrary to the view of Abu Hanifa, who permitted it, as did Al-Hasan Al-Basri, Umar ibn Abd al-Aziz, and Al-Thawri. Whoever gives it in cash, following the opinion of the scholars who permitted it, there is no sin upon him, and it is considered valid, and he is not required to give it again as food.
