The of the three Imams (Malik, Shafi'i, and Ahmad) is that it is not permissible to give its value in cash, while Abu Hanifa holds that it is permissible if it serves the interest of the poor.
Accordingly, if the questioner gave Zakat al-Fitr in cash, it is considered sufficient according to Abu Hanifa's view. However, if it is not sufficient according to the majority opinion, then the Zakat remains a debt upon them and must be fulfilled in food.
