Is one who publishes a Quranic recitation by a reciter with a beautiful voice, but who is not proficient in the rules of Tajwid, sinful? And what should he do?

As long as this reciter articulates the letters from their correct articulation points, and gives them their due rights and dues; then he is performing the obligatory Tajwid, and there is no harm in disseminating his recitation.
