What is the ruling on selling mobile phone scratch cards to shops at varying prices with their consent, and what is the ruling on raising the price for new customers without informing them, merely clarifying that the price is variable within the price offer?

It is permissible for a person to offer their goods at any price they wish, and to sell them to whoever buys them willingly and without coercion, due to the generality of Allah Almighty's saying: "Allah has permitted trade and forbidden usury" (Quran 2:275), and His saying: "O you who have believed, do not consume one another's wealth unjustly but only [in lawful] trade by mutual consent from you" (Quran 4:29).

Based on this, there is no harm in selling cards to merchants at any price, and in differentiating prices among buyers without deception or fraud. The buyer does not need to be informed of the higher profit margin applied to them compared to another buyer.

However, in the case of a trust sale (bay' al-amanah), the buyer must be informed of the capital cost at which the item was purchased, and how much profit was made if the sale is a murabaha (cost-plus profit) sale.
