Is it permissible to give charity while having a recurring debt to telecommunications companies, and is it permissible to give half of one's little money in charity and then supplicate?

It is permissible for the debtor to give charity if the debt is not due immediately and he hopes to repay it from another source. However, if the debt is due immediately, then repaying it must take precedence over giving charity. In fact, giving charity becomes forbidden if it exposes the debt to delay or loss. It is permissible to seek intercession with Allah through good deeds, such as charity and the like, and it does not matter if the amount of money is small.
