What is the ruling on participating in a lottery to obtain citizenship or residency in a non-Muslim country, with the aim of studying and then returning?

The basic principle concerning travel and residence in disbelieving countries is prohibition, unless there is a legitimate need recognized by Islamic law. Seeking citizenship in these countries leads to residence therein, pledging allegiance to them, and committing to their laws which contradict Islamic law. Therefore, it is not permissible for a Muslim to participate in a citizenship lottery, nor is it permissible for him to accept it, according to Islamic law, if he wins it.
