What is the ruling on congregational prayer in the mosque in a country that is not governed by Allah’s law, with the possibility of there being worshippers who have referred to Taghut for judgment?

Prayer in the mosque is required, and scholars have not mentioned among the excuses permitting absence from congregational prayer the presence of individuals who resort to Taghut (false deities/tyrants) for judgment, or the fact that a person is in a state that does not rule by Allah's law. This is evidenced by the fact that the Companions used to pray in the Prophet's Mosque despite the presence of hypocrites whom the Quran condemned for resorting to Taghut for judgment. The following verses were revealed concerning them: "Have you not seen those who claim to have believed in what was revealed to you and what was revealed before you? They wish to refer for judgment to Taghut, while they were commanded to reject it. And Satan wants to lead them far astray. And when it is said to them, 'Come to what Allah has revealed and to the Messenger,' you see the hypocrites turn away from you with aversion."
