What is the ruling on one who recites the morning and evening remembrances (adhkar), or the remembrance upon leaving the house, or the remembrances for protection from harm, while intending to commit a sin, or while heading to a place of sin?

The cases mentioned do not fall under the category of remembering Allah while committing a forbidden act of disobedience, for none of them are forbidden. However, it is obligatory for every Muslim to avoid disobedience, its places, and associating with those who commit it.
