Do reciting the Quran while walking to the mosque for Fajr prayer, and reciting Surat Al-Kafirun and Surat Al-Ikhlas in the regular Sunnah of Fajr, fall under the virtue of His saying, the Almighty: "Indeed, the recitation of dawn is ever witnessed"?

Reciting the Qur'an is among the best acts of obedience and means of drawing closer to Allah. For every letter recited, there are ten good deeds, and it will intercede for its reciters on the Day of Judgment. Recitation is permissible at all times. As for the angels witnessing the recitation mentioned in the Qur'an, it refers specifically to the recitation at dawn (Fajr), when the angels of the night and the angels of the day gather. The reciter is rewarded for their recitation at this time, whether within the prayer or outside of it.
