Is the circumambulation (tawaf) and the ritual running (sa'i) of the 'Umrah sufficient for the Hajj pilgrim performing Tamattu' (Hajj by combining 'Umrah and Hajj) instead of the circumambulation (tawaf) and ritual running (sa'i) of the Hajj?

The Mutamatti (pilgrim performing Tamattu' Hajj) is required to perform two circumambulations (tawaf) and two ritual walks (sa'i): one tawaf and one sa'i for the 'Umrah, and one tawaf and one sa'i for the Hajj. This is the view of the majority of scholars, including Malik, Ash-Shafi'i, and Ahmad. Evidence for this is found in the hadith of Ibn Abbas and 'Aisha, may Allah be pleased with them both, in which they clarified that the Mutamatti performs tawaf and sa'i for his 'Umrah, and then performs tawaf and sa'i for his Hajj, unlike the Qaarin (pilgrim performing Qiran Hajj) who suffices with a single tawaf and sa'i. This opinion has been supported by Sheikh Ash-Shanqeeti, the Permanent Committee, and Sheikh Ibn 'Uthaymeen.
