The answer

Hair transplantation is a modern issue that contemporary scholars have researched, and it falls under the general category of cosmetic surgery. The ruling on cosmetic surgery is as follows: That which is done to remove harm, pain, a noticeable disfigurement, or a deformity caused by illness or an accident is permissible. However, that which is done to seek an increase in beauty and to highlight attractiveness is not permissible, because it involves altering Allah's creation. This is also based on the statement of Abdullah ibn Mas'ud, may Allah be pleased with him: "May Allah curse the women who tattoo and those who have themselves tattooed, and the women who pluck their eyebrows, and those who make spaces between their teeth for beauty, altering Allah's creation." Therefore, if the matter is to remove a defect or harm, there is no objection. But if it is merely a desire to increase beauty, then it is not permissible.
