Is it permissible to transplant hair onto a man's chest?

Dr. Sa’d al-Khathlan mentioned that hair transplantation to remove a defect and restore what Allah created is a matter of differing opinions regarding its permissibility. The preponderant opinion is that it is permissible, and among those who favored its permissibility is Sheikh Ibn Uthaymeen. However, hair transplantation for the purpose of seeking beauty and adornment is not permissible, due to it involving the alteration of Allah’s creation. Furthermore, the procedure necessitates anesthesia, which is prohibited except in cases of necessity or a recognized need, and it involves wasting money without a need.
