The ultimate authority for punishments belongs to Allah the Almighty. Disbelievers and polytheists are criminals whose destiny is Hell, and Iblis (Satan), may Allah curse him, is with them. Iblis disobeyed his Lord out of arrogance and his refusal to prostrate to Adam, despite his belief in Allah's existence. This type of disbelief is the disbelief of refusal and arrogance. Iblis was created for a divine wisdom and as a test for people: whoever obeys Allah will enter Paradise, and whoever follows Iblis will enter the Fire. Allah's creation of Iblis does not imply His approval of what Iblis does, for Allah does not approve of disbelief and disobedience. Allah's will is of two types: legislative (what He has legislated and loves) and cosmic (what He wills to occur for His wisdom, and it does not necessarily imply His love for what occurs).
